62 Examples of an Introduction A. There has been a European Union foreign policy, confirmed in constitutional form in the Union Treaty, since 1993. The first decade, most commentators agree, has proved to be difficult painful and problematic according to one. As the twenty-first century progresses, replete with an array of new challenges, the need fora reassessment, and perhaps reinvigoration of Union foreign and security policy is widely argued. The purpose of this article is to provide both a retrospective, of the evolution of the Union’s foreign policy so far, and a prospective, of the challenges which it presently faces. B.
