UDC [005.92:004.63]:340.13(476) Igor Petryk, Sergei Sylkov NORMATIVE LEGAL REGULATIONS FOR ESTABLISHING AND PROCESSING ENTERPRISE BUSINESS ARCHIVES OF ELECTRONIC DOCUMENTS IN THE REPUBLIC OF BELARUS On the basis of currently in force information law of the Republic of Belarus, normative legal, technical normative legal and methodological documents of the Department for Archives and Records Management of the Ministry of Justice. Professional experience of the authors has been derived in the detailed diagram of the normative legal and technical normative legal regulation of the establishment and processing of enterprise business archives of electronic documents in the Republic of Belarus. Key words: business archives, information resources, electronic document, electronic document flow. In countries of the EU in the formation of business archives, operational and practical, scientific and educational and other types of interactions, the important role played the state, usually managing the development of business archives. In the US business archives are formed on the basis of establishment of priority archives of microeconomics while maintaining the role of consultants observers of governmental, scientific and professional organizations 1 Earlier in the USSR and now in some CIS countries the state has played and continues to play a major role in the management of national business archivs. Under the current legislation of the Republic of Belarus (RB) organizations of all forms of ownership and legal form shall keep in their work with documents within the established deadlines. To ensure a permanent and long-term preservation of documents they are obliged to create archives 2 The basic directions of activity of State Archival Service of Republic of Belarus (SASRB) and its subordinate state archives and archives of various forms of ownership are explicit in the following items: - implementation of existing legislation of Republic of Belarus on archives and records management (state control over its implementation, development of the order of creation and organization of archives); - establishment of special nomenclatures of affairs and the order of the development of these basic documents on the organization of the archive; employees participation in the drafting of the archives and the harmonization of the range of cases; - transfer of cases in the archives of the Organization; the selection of documents and files with expired shelf life to the destruction; - control over the organization of the archives and formation situation in structural divisions; - determination of the retention period; expert evaluation of documents in the record keeping and archival organization;
- preparation and execution of inventories for transmission of documents in the archives of the Organization; the compilation of consolidated inventories of affairs in the archive; - development of the order of destruction of documents and files with expired shelf life; - keeping and preservation of documents and files in the archives of the Organization; - assessment of the documents in the archives, development of scientific and reference system; - preservation of documents in the archives of the Organization (requirements for facilities, equipment, accommodation, storing mode); - use of documents in the archives of the Organization (query execution, delivery of cases). Basic directions of activity of each organization to ensure the establishment and operation of its own Corporate Business Archives of Electronic Documents (ED) and Information Resources (IR) – CBAEDIR (term business here should be understood in the broad sense as the main activities for the purpose of existence (mission ) Corporation): - development, coordination and approval of local normative legal acts (NLA), technical acts (ROV) and methodological base creation and functioning of the electronic document management (EDM) and CBAEDIR; - introduction of the SED in conjunction with the software creation and preservation and use of ED and R & D in CBAEDIR. Basic problems solved in CBAEDIR: - automation of processes of acquisition, registration, preservation and use of ED and IR; - automating the creation and satis– stovereniya form of external representation of ED on paper; - automate the creation of certifications and copies of the document on paper in the form of an electronic document.
